I was able to find it. You need to find the tunnel under the main street where the flamingo should be. Go through the speed trap as if you were going to the flamingo, then just go Strait and yu should see the train platforms. Once you do that, you should be able to see the paint can collectable. Continue Strait under the main road to find your last flamingo. Hope this helps.
