Need for speed - Hot pursuit CD Key

I brought the game off steam a while ago and i went to login to my account today and I cant remember the account that i used with my CD Key and when i go to put the CD Key in for another account it says it has already been used, why does this happen, I brought the game off steam I shouldnt have to enter my CD key
