Isnt this game also made on Frostbite?
I'm afraid it's going to be many reports with this exact error in the next days. This is a very common issue at launch for all games using Frostbite. Usually its fixed for most user after the next driver release or game update.
But I assume you do not just want to sit and wait so my best advice for you is to search for this DX error for any other game using Frostbite and try any of the solutions in those threads.
Most recent games that all had this issue for many users are Fifa 20, Anthem and Battlefield V. All of those games should have several threads regarding DXGI device removed/hung etc errors with possible workarounds to try.
If you just google EA device hung or EA device removed you will get many threads you can look into without having to search the entire internet
Can you please do a clean install of the following 'Studio Driver' edition of this driver set:

Please let us know if this has any effect, thanks.
- 6 years ago@EA_Barry You are a GENIUS. Thank you so much! Works perfectly with "Studio Driver" now.
- 6 years ago@EA_Barry Back again, that driver changed NOTHING.
Worked for few minutes... and now crashes after crashes.
I'm trying to stream the game on my YouTube channel... and instead of playing the game, I spent 2 hours trying to fix it.- 6 years ago

happening with me too RTX 2070, happened earlier, just played 5 hours of rdr2, tried nfs heat again same issue cant get past character select definitely isn't a bad video card on my end.
Edit::
Ok here's what happened with me, it would lag on the pre rendered cut scenes then crash with the DX error. I turned on resolution scaling and set it to 80% (native 2160p) and magically it allowed the cut scenes to run smooth and no crash, got past select screen chose my car and hit the road and then bumped backup the scalaing to 100%. Locked 60fps with v-sync running smooth in game. Lets see what happens when i hit the cut scenes again.

- 6 years ago@GIFEDpiffiny you can download the latest from Intel. Make sure you uninstall the current drivers with DDU. If you still habe problems than remove your directx shader cache. Can be done in thisPC > select windows drive > propperties > diskcleanup. Hope to have helped you!
