Need for speed Hot Pursuit PC version in-game unexpected Language change, with no change back

I have the game on my PC purchased through Steam, and also A boxed cd version that is installed into the Beta Origin program. Since owning the game I have played it using the English language. I am an American who lives abroad and the local language used in my current Country of residence is Traditional Chinese. Taiwan is the country. 

Starting last week both versions of the game will only launch in Traditional Chinese. I have been living and gaming in Taiwan since I moved here 8 years ago so I am familiar with most of the ways to work around avoiding my games installing using Chinese, but when they change to Chinese after being played in English many times over it gets a little more complex. It also does not help that Need for Speed Hot Pursuit has no language selection menu in game.

I have hit many forums that give examples that go as far as modifying your root dir folders to fix this same problem with all kinds of other languages that Hot Pursuit just flips on one day leaving us all with one question. 

How do we return the in-games language back to our preferred and previous language setting ?

There is also the why this happens question but I am less interested in why it happens and more interested in how to set it right.

All the typical by the book methods have just wasted hours and returned the same result, my game in a language that makes it more or less unplayable for me. Please, anyone with creditable methods and experience with this specific language changing abnormality leave steps, comments, links, videos, anything showing how to reset the language in Need for Speed Most Wanted PC edition.

I should mention the game itself works perfect and is playable so there is no problem there, but the language switch makes it unusable even though its playable.

Thank you in advance to any who take an interest in my situation, I know the new game is coming very soon and I along with most everyone else I am sure is very excited about it, making this probably a bad time to be having trouble with what's going to become game of the past. Anyway I still love to play Hot Pursuit and I would still like to play it and any help will be supremely appreciated.
