I have a response from Criterion. It turns out they did not make the mobile version of NFS Most Wanted. I did more research and found it could've been EA BlackBox which went defunkt back in 2013 which is not a factor because when I purchased it on the Google Play Store on 11/2016 it worked perfectly ran many races.
Criterion games told me despite the fact they did not develop the mobile version they are able to research the issue and get back with me as soon as they can. I'll be updating about it as soon as I hear from Criterion.
