In the very first news about the game they said the game will be single player and multiplayer.
Single player will not need an online connection to play it.
It has been confirmed that it will have a offline single player for PC, PS4 and XB1. It will also not require a internet connection.
It only says internet required for download and activation which means it needs internet to link the game to your origin account and that's it. this only applies to the pc version i believe
It has both, but we dont know too much about it right now other then it is probaly online mode. But they have only show us gameplay from the Sp so far, so we dont know how the MP gameplay will be yet. But if i where you i would not preorder until the Gamescom press conferance in August, because i think we will getting much more detailed information there.

Need For Speed Payback will release world wide on PC , PS4 & Xbox One on November 10th 2017.
You can Pre-Order the game through the PSN store , Just type in the search bar ''Need For Speed Payback'' and you should be able to find it there waiting to be Pre-Ordered 😉
Need For Speed can be played both Offline and Online , So no worries there!

Yes it will, just like it did in NFS 2015
yes there will be free roaming, but we dont know what you can doo except from that. Etc if there are cops and robbers gameplay or something like that, most likely you will be able too race with friends. Either in public or private Sessions through Origin or PSN\Xbox Live, except from that EA has been very quiet about the MP itself.
