Sadly the only way to run with your buddy is on a console version of the game in your own home Offline with your friend visiting you.
The online PC version & online Consoles versions don't allow any private race lobbies.
I fully understand your frustration you don't want to be in a lobby with eight people online.
I hope you can just enjoy hanging out with your friend in free roam and cruise around like that for now.
