Need for speed payback unlaunchable and unplayable in offline mode in steam pc

I just bought this game 2 days ago and I couldn’t play it on offline mode with steam and ea app. I want to play it on offline mode (no internet) but the game wont launch when I click play on steam. I’m a little bit disappointed and I hope you guys have the answers or fixes to this
