I think you have inappropriate resolution for your screen and game.
You need to run the game at the native resolution for the attached display. To do this, check the native resolution of the screen in PC settings:
-Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
-Tap or click PC and devices, then tap or click Display.
-Tap or click the resolution slider and drag it until you find the resolution marked(Recommended). This is your monitor's native resolution—usually the highest resolution your monitor can support.
-Tap or click Apply.
Then make sure that the game settings are also set to run at the same resolution.Conflicting software - Disable all softwares that doesn't need to be on when you run your game.
