need for speed rival content update xbox360

I downloaded rivals from xbox store and the 17mb update downloaded and installed fine but the content update but it won't even download. I exited the game and looked my active downloads and it seemed to have downloaded, as in counting up from 0% to 98% then bounced between the two and finally says content cannot be downloaded. Anyone have this issue or a solution.
