Need for Speed Rivals Complete DLC Pack XBOX

I bought the Need for Speed Rivals Complete Edition Download Code for the XBOX 360.  I can enter the code and it says everything has installed but it won't let me access any of the PACs.  I have an XBOX live account, I have an EA account, nothing happens.  I can only play the standard game.  Any help would be appreciated.
