    Issue solved: Created appropriate directories, started game, reset all settings, changed settings, applied settings, quit game. New settings files were then created by the game itself. Question: Why did I have to make the directories myself? I even took the time to uninstall the game and re-install it, and it still had this problem until I made the directories myself. What kept the game from making them?

Normally the game does make the appropriate directories on your system. I am actually not sure why it did not do so for you.. something like this would most likely be caused by a permission issue or corrupted files on your Windows installation.

Nothing corrupt, and I would think that I should at least get an error message when the directory cannot be made. Other games have made directories for their settings without problem within the last month, so permission problems do not seem to be an issue. Perhaps the simple fact that I have a german windows yet installed the game in english could have had an influence, but again, other games under the same situation have had no problems placing their files within the same area, and that as recently as 2 days before the initial NFS install.
