I haven't played like this since World, but what I did was play by way of keyboard (PC), and I actually have as much control as I would have using my Xbox controller, mostly.
Here's my settings, using manual transmission:
Up - Accelerate
Down - Brake
Left - Look Left
Right - Look Right
W - Shift up
S - Shift Down
A - Steer Left
D - Steer Right
R - Nitro
B - Active Skill
C - View Change (For now)
Space - Handbrake (for now, I don't use it)
Look Back - Yet to be determined, I never look back.
