Good news! I have finally found the main reason why NFS Heat crashes with a brief show of a blank screen at startup.
You need to remove XBOX Game Bar from Windows. To do so, simply open Powershell and run the following line:
Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage
Then run the game in compatibility mode for WIndows 8. To do this, right-click on the game executable or its shortcut, click on "Properties", go to the "Compatibility" tab and check "Run this program in compatibility mode for" and select "Windows 8" and press "OK".

P.S.: If you still have issues, in addition to these two steps, do everything everybody else is proposing such as disabling other gaming overlays and installing/updating DirectX, VC++ Runtime, Graphics drivers, etc.
