@EA_Illium, I'm having the same issue and have taken all the steps with no change.

Thanks for confirming, is we cannot save progress or create a save file something may be conflicting with NFS Heat, or preventing it from making changes.
To confirm have you tried the following?
- Try running the client and game as an admin
- Repair your game via the EA App - Repair (Library > Tile Dots > Repair)
- Check for other applications that may be limiting EA App or Game performance
- Run the System File Checker tool, then Check for Windows and GPU updates
- Restart your device in Clean Boot mode first then try again.
- Only run EA app and NFS Heat once in a clean boot
