NFS HEAT Swap engine for R35 premium and Nismo version

Can I ask why is the 721Hp Forged 3.8liter V6 engine swap is only available for a Mustang in NFS HEAT,

And not available for engine swap in GTR Premium 17 and the Nismo version too.. and the speed rating of Gtr is only 383 and 388 for nismo in ps4 console..
