I've tried several times last few days all kinds of tricks and tips, but nothing works to launch a Need for speed Hot Pursuit 2010. Can I somehow get a refund for it?

We can try going through the following steps first:
Spoiler- Default your PC to the dedicated Graphics card: Troubleshooting Graphics issues
- Close other running applications on your device
- Try running the client and game as an admin
- Repair your game via the EA App - Repair (Library > Tile Dots > Repair)
- Verify the game in via your Steam library
- Clear EA App's Cache (Top Left Menu > Help > App Recovery)
- Connection and Advance Connection Guides
- Check for other applications that may be limiting EA App or Game performance
