If you got a new Monitor, then I only can give you possible solutions.
1. Turn off Vsync in the Game Settings
2. Enable Gamemode in your Monitor
3. Check If your monitor is really 60hz and If you got this game on 60fps locked
4. If you have an AMD, then you could try to enable Anti-lag in Driver and If you have an Nvidia, then set the flip Que size from 0 to 1.
If these things don't work, then you gotta play in Window mode. But you are not really missing out on much If you play on Fullscreen Window Mode.

i enabled fps display from steam, i see 60 in windowed and 30 in fullscreen but i don't see any difference between the two visually so it seems my game is running at full 30 fps. EVEN THO i have lockto30 on false.
