If you got a new Monitor, then I only can give you possible solutions.
1. Turn off Vsync in the Game Settings
2. Enable Gamemode in your Monitor
3. Check If your monitor is really 60hz and If you got this game on 60fps locked
4. If you have an AMD, then you could try to enable Anti-lag in Driver and If you have an Nvidia, then set the flip Que size from 0 to 1.
If these things don't work, then you gotta play in Window mode. But you are not really missing out on much If you play on Fullscreen Window Mode.
i don't see the vsync options in game but otherwise i found this in the config file VsyncInterval=1, so i guess i had vsync on, hopefully it will fix my problem by replacing the value by 0.

C:\Users\yourusername\Documents\Criterion Games\Need for Speed: Most Wanted If you have used this section and opened the Notepad and really changed the LockTo30 to false, then there is not much I really can do, you could try to set this one to true again, mess around a little bit. Your Monitor might be stuck at 30 fps in general too or you might wanna reinstall the game. Otherwise there are Third-Party Softwares like FreeSync for example (I do not recommend these though. Install them at your own risk). I think you might have to go for the EA support If that doesn't help either.

There are also things I would try right here
Things I would try If I were you
1. Making sure no programs are running in the background
2. Virus scans
3. individually checking drivers are updated
4. reinstalled games
5. Restored computer
6. Made sure computer was plugged in and on high performance mode
7. Made sure the game was being started on my best processor and Graphic Card
8. Turned off V-sync
9. Checked monitor refresh rate
