I have the same problem, except my image in chapter 15 is blurred, just like nothing was unlocked. The car is in the garage, but I can’t access the races in Chapter 15… The same message than yours appears, that I have to finish ‘special event’ to access…
I already finish the event and the race is locked. I send pictures with all evidence at support from in-game and I wait for an answer.

I send all evidence which looks like the problem is with the game. I see I am talking in the wind. I wonder when this issue will be fixed.

The problem is plain simple: the tournament was completed, the car is in the garage, UNLOCK THE RACES!!
EA is known for absurd delays in their responses…
