Well let me explain it unique/ iconic cars stand for their uniqueness and represent cars who had their show long time ago and were ruling the road like no other car did.
So allowing them to customize would ruin their meaning to be called unique and iconic. If you want to customize them just go and buy a regular car of it and customize on your wish. Sorry if I sound a bit offense I didn't mean to.

- So what you mean is cars that you can already make are collection cars now that's stupid just pit it in the store we can make those cars ourselves and we already have now putting the 1967 shelby gt500 in the game it would be a collection car even then you were able to modify it in the last games
This skins are the collectible aspect! You are literally collecting a special design, that is exclusive to one vehicle only.
The vehicles types are obtainable in the Stores, but you can't get the unique looks. This was why they gave unlimited vehicle storage... unlike the previous, which you also "won" through game play, except this time, they allowed upgrading the vehicle components (in previous game, you were stuck).
Here is the thing, you are not paying extra for them, and nobody is forcing you to collect them.None of the bosses cars have anything special you Cant make like I already had the big sister mustang made
