NFS Rivals - Xbox controller not working properly on pc only NOS works

i have just downloaded this game and want to use my USB xbox contoller to play it but only Nos works.  I can't accelerate, i can't steer, I can't brake or anything.  Has anyone else had the same issue and what did you do to fix it. 

I have the latest update for the game and the latest drivers for everything and i can't figure this issue out.

Please Help
