The Run is linear, without Freeroam, and takes place in many different locations from the East to West coast of the U.S.A, while Payback is open-world, taking place in the fictional Fortune Valley.
Payback has much more arcadey, assisted handling about drifting, while The Run has much more difficult, in-depth handling where you have more control over the car if you can handle it. Drifting is still possible, but slows you down much more than taking a corner normally, takes more skill, and always earns you Nitrous.
Payback has a currency system that you build up to buy, customize, and upgrade cars, while in The Run, cars are unlocked by completing specific tasks, and you can't upgrade cars, but you can unlock upgraded versions of specific cars in higher classes of cars.
I don't have Payback, so I can't tell how difficult it can be, but The Run can be very difficult, if you crank up the difficulty setting. On the hardest difficulty (Extreme, unlocked after completing story mode once), I haven't even made it to the second stage of the Story mode.
Payback only has one Singleplayer "Mode", which is the Career mode that blends Freeroam, story and progression together, as seen in previous NFS games. The Run divides Singleplayer into two different modes: Story mode, and Challenge Series, which gives, and / or limits you to car choices for specific events.
After hearing a plentiful amount of Tyler's lines in videos of Payback (Only in races, pursuits and missions), I would say Jack is better by a mile.
