I've read many opinions about how this will turn out in NFS Payback, i know that there WILL be offline single player campaign, but i want to know if we'll be able to also play the campaign or at least free-roam with a friend in a private lobby or something similar to that.

so, the capaign is completely offline, got it. but will we be able to play online just with friends we want ?
The campaign is not 100% offline , You can play the campaign but still be in an online session.
And yes , You will be able to switch to online to play with your friends when ever you want. It will be just like other games.
