Online service is disabled on your Sony entertainment network due to parental control rstriction

My ten year old can't play multiplayer online because he's on a sub-account. I've turned off all restrictions but it still won't let him. PEGI age 7, why can't he play online? Can't it just turn off chat but still let him race cars without hearing unrestricted chat?
