It occurs 100% of the time. I put 100% and the website keeps changing it back to 50-99%
Which level do the other Cards have ? if you have like all 9-10 it is quite common that you don't win higher cards a few times, try using tokens to upgrade the lowest one in level or buy any high lvl card from tuning shop, also never look out for bonuses or brands unless you have level 18 cards.
- If you read everything you'd see all my cards are LV18 already
