Overwatch PROBLEM - Rivals on overwatch and Rivals in the game session are not the same???

I think this is just how Overwatch works.  When inactive, you'll see only yourself (if connected) and/or random players and friends on the map.  I've had to target myself in Overwatch before I can see the other players in my current game (this means clicking on my arrow and selecting Overwatch or Target, depending on whether or not I have Overwatch active).
