I think this is just how Overwatch works. When inactive, you'll see only yourself (if connected) and/or random players and friends on the map. I've had to target myself in Overwatch before I can see the other players in my current game (this means clicking on my arrow and selecting Overwatch or Target, depending on whether or not I have Overwatch active).
I just tried this myself, and when you target yourself you can also see the other players in the same session as you. Thank you wheelman365 🙂
