@CarlinhosDIGDIN I FOUND A TEMPORARY FIX! I run it on PC, it's an issue with the online. When I boot the game up in offline mode (turn off your wifi then load game) I can access the decals and paint. But if I load the game while online and connect to EA servers, they are locked. Definitely something EA still needs to fix, but for now if you need to edit your liveries, you can by going offline.
