I was annoyed by the lack of a pause button too, but I figured out a way to leave the game in singleplayer without being chased by the AI:
There are a few places across the map that allow you to park and hide from the AI, as long as you are not in a pursuit. They work because they are far away enough from the AI's normal cruising path to go unnoticed until you get back on the road.
However, DO NOT attempt to hide from real players using these spots, as they can always see your location on the map!
I've searched across the map and tested as much spots as I can think of, finding quite a few spots and compiling them into one post. Should I link you to my post?
