OK... I upgraded to 32 Gb DD3 RAM, switched to old NVIDIA driver and switched back again, killed all video enhancements and brought them back. At some point last night Origin announced that some patch or other had been applied and NFS Rivals was ready to play, tho it's a mystery as to what was patched and why. Can't find anything that helps p-poor FPS.
