Rest assured, the team at Ghost Studios where well aware of this issue even before they released the game. You have to realize that the big bad wolf here isn't Ghost Studios, but EA.
1. EA is the publisher and decides when the game will get released, no pushing.
2. Console is the priority, piracy isn't really that big of an issue and retail price is 25% higher which means more profit
3. Even more important since PS4 and XB1 debuts. Priority to make them work on all four platforms.
4. Just make PC port runnable, with as few bugs as possible. Performance will be patched later on.
This is the same thing as we had with Most Wanted last year. There where some Criterion members that wrote and replied here, but there was like 6 posts or something in total in a three-four months period if I remember correctly. eanajat takes care of this site, doesn't have anything to do with the game, but makes sure that all what we share here will be forwarded to Ghost.
It will be patched, it will be better but at this point we don't know when or how much the patching will actually do. What we do know is that it's utterly poor optimized (if you can even use that word) and that we're stuck with hard coded 30fps lock, with little to none options when it comes to gfx settings. At the moment I find the texture loading issue to be the WORST. After that we have the very off choice of making someone else a host for the whole session. Two biggest problems if you ask me.
Stay patient for now and tell everyone to avoid buying it for PC for the time being.
Wow! They sure have an interesting concept of what it means for "a PC port to be runnable." Hope none of them are going for a private pilot's license unless they are going to hire someone else to do the pre-flight...

Maybe some other interesting points:
If I use the 60 FPS command the framerate within the world never go beyond 35 FPS. So if you give the graphic card the possibility to give more power it doesn't do that! The framerate drops are exactly the same here. Same locations to same 15-18 FPS.If I activate the option that the graphic card uses allways max power there is not a change either.
What I also did is to monitor the CPU usage while playing. I have a i7 3770 with 8x3,4Ghz (4 physical cores and 4 virtual cores). The game never uses more than 30% of my CPU. Most of the time it stays at 25% usage.
I don't know how much CPU the game really needs but I thought that the physics of lots of objects cost plenty of CPU power. That could explain the framerate drops at the harbour hideout becaus there is a damn huge amount of chairs and tables.
On the otherside the framerate must be much better at locations without many objects which have physics. And even if I allow 60FPS, it mostly doesn't get over 35.

I have only 2 problems. For me game mostly runs great on 30 FPS . But as everyone here I have massive FPS drops on some locations, for example near safehouse in Lagoon Trail. And it doesn't seem to affect how much details are there or what's going on screen. Lowering detalis from maximum to low does absolutely nothing. I would say that these areas are bugged. As if I drive few metters backwards, BAM smooth 30 FPS, few metters foward BAM 5-10 FPS. And as I said ammount of detail is same on both points. The second problem is that sometimes (altough rare) car freezes. Time is running and I can rotate camera, but my car (and others too) freezes for few seconds and then the game continues. I also experienced some texture problems, but very rare, and that doesn't bother me. Hope you will fix these problems soon. Other than this technical issues game is great.
