Ok, here are my five cents. I already had a talk with chaz0r in another forum, because we're both running in exactly the same difficulties at exactly the same places in the game.
My equipment:
AMD Athlon II X3 450 3200 MHz
8 GB RAM DDR3
AMD Radeon HD 6870 with 1 GB and driver version 13.25.18-131122a-165306E-ATI
ASRock 770 Extreme3 Mainboard
Windows 8.1 64 Professional
Graphics and Sound are currently linked from my graphics adapter via HDMI to an 39" LED TV and the game is running at a resolution of 1360x768.
I think, I don't have to tell the whole thing again, because chaz0r already pointed it out perfectly. My FPS also drop at the mentioned places in the game down to 15 FPS. In nearly all other areas of the map the game runs with at least 25 - 26 FPS, even if there are particle or smoke effects.
Besides, when running with less than about 28 FPS, my sound starts to stutter. That means, that noises or speech are always played twice within a few moments, like: "We-we ... have-have ... a-a ... 10-10 ... 44-44 ..."
I tried to check this by disabling the sound via HDMI and enabling my soundblaster-device, connected to external loudspeakers. The behaviour of the sound didn't change. It was stuttering. And it's getting worse, when a pursuit starts. Playing the background music makes absolutely no sense for me.
Maybe the information about my system can help to track the problem ...
I am thinking of upgrading my Windows from Windows 7 Home Premium to Windows 8.1 Pro just to get this game run smooth ☹️
Anyone else have the Nvidia GT 525M 1GB DDR3 Graphics card? How does the game run on their laptop?

Tried it yesterday in the evening on my notebook.
Intel Core i3-2330M 2,2 GHz CPU, 4 GB RAM, GeForce GT 555M, Windows 8.1 64 Professional.
Sssssslllllllooooooooooooooooooooowwwwwww!
And the same issues on performance like on my PC - FPS drops at the same locations on the map. The difference is, that the sound on my notebook is ok.

Somwhere I read that people are able to reach 60FPS at some points if they use the command line for that. But some of them said that they had huge drops till 30 FPS. That would be a drop of 30FPS.
Maybe the framerate drop problem have a lot more people but in our case it is "just" the problem that we can't reach more than 30FPS, eben if the hardware is strong enough...

Nvidia released a new Beta driver. Installed it and made a few tests. The results:
- The overall framerate is much better for me. I have the feeling that the 30FPS can be hold more constantly.
- There are still drops at 22-25 FPS.
- No changes at the mentioned positions for me. I'm not sure, but it may be that the FPS at these locations increase faster than before. But I'm not sure. That needs more testing. But The drops to 15-18 are still there at these locations.
Looks like a step forward. But it's still far away from perfect. I will try some more tests with activated downsampling, other driver options and such things later today or tomorrow.
