Please answer. Ps4 pro bug

I was playing at night and I was in a cop chase and the weirdest thing happened. Buildings around me started disappearing and all kinds of pop ups were happening. I escaped and went to a safe house, it showed that the night ended but then my car was really bright underground with no background. The game froze (audio still played) for like 10 minutes until I closed it and reopened it. Is this normal????
