POLICE SPAWNS RIGHT IN MY *

Can you guys please tell me why need for speed couldnt make any complete game without a goddamn problem? Could you give me a goddamn reason why the police spawns right IN ME when they are chasing me? is it because im too fast or because you guys couldnt find another spawn location instead of middle of the street?
