There is a LOT messed up after this last update. I'm not surprised. Suddenly all the cars you race against are WAY more powerful.

It's been quite common that when you stage up you lose a few PR, which you usually get back with your first installed material at the new stage. You'll see it happen over and over as you progress.

You failed to comprehend what he said. He had a 3 star rare part and leveled up to a 4 star rare. You only lose PR when you go from a rare 5 star to an epic 4 star, and when going from the epic to legendary.
You don't lose PR when you go from common to uncommon, and from uncommon to rare. You also don't lose PR when upgrading to a higher star in the same category.
