Purple "snow" is a monitor refresh rate issue?

Just like it says in the topic.  My laptop appears to have the recommended (not just minimum) system requirements met, but I get purple snow when playing NFS: Heat.  Is this likely a monitor refresh rate issue (max is 60 Hz, apparently)?  Which means if I want to play this game, I have to not use my laptop's built-in screen?

Here's my system layout just to verify my hardware otherwise meets requirements:

HP Omen laptop

Processor:  i7-7700HQ CPU (8-core, 2.8 GHz)

Installed RAM:  32 GB

OS:  Windows 10, 64-bit Home edition

Graphics:  Radeon RX 580
