You can lock FPS using NVIDIA Control Panel if you have Nvidia Graphics card:
1. Go to NVIDIA Control Panel.
2. Go to Manage 3D settings.
3. Then click on Program settings.
4. There you can choose which game you want to apply these settings to. Choose Need for Speed Payback.
5. Set "Vsync" to "Half Refresh Rate" and click on Apply.
6. Launch the game.

OR

You can use RivaTuner to lock your FPS to 30. This guide will help you out even though it was written for other game, just choose NFS executable file: https://forum.kicksonline.eu/Thread-how-to-limit-fps-in-game__261_tutorials__7_kicks-online__5

    Vsync Half Refresh Rate doesn't work for me (still 60-30fps).

    I discovered recently NVIDIA Inspector. I don't know if he is better than RivaTuner, but i seen we can lock at 30fps and close the program (work good for Rise of Tomb Raider).

    Unfortunately, GameTime.MaxVariable doesn't work on this game (whyyyy??), nvm thx for your help 🙂
