Indeed you should be able to play online without restriction. I think you just have to confirm your age on the console.

I've tried what they told me to do. It says go into your information & click promote account. There's no such thing as promote account on there. The link you sent me to was from 2011. Maybe they've changed since then. Any other suggestions?
