It looks like your PC is trying to use the graphics processing on your CPU rather than your AMD Radeon R7 M260.
Please see the following link for info on creating a Gaming Profile which should allow your R7 M260 to be used with this game.

I followed the instructions on the page but it didn't help. I have also tried to reboot the system but still nothing

Can you update your video drivers and then retry creating the above Gaming Profile please.

still nothing
but the weird thing is that i'm using the same laptop as before with only a different hard drive

Please find the following files at your game install location and right click them and run as an Administrator:
Origin Games\Need for Speed Hot Pursuit\__Installer\vc\vc2008sp1\redist\vcredist_x86.exe
Origin Games\Need for Speed Hot Pursuit\__Installer\vc\vc2008sp1\redist\vcredist_x64.exe
Origin Games\Need for Speed Hot Pursuit\__Installer\directx\redist\DXSETUP.exe
These secondary install can be skipped over, especially with newer operating systems.
