There's only 2 requirements: a car under 200 HP, escape a 5 min pursuit. Also, make sure you bought a stock car and make sure its stays stock when performing this mission. I recommend you use an Acura (I forgot the 2nd part of the name of the car), if it doesn't work, use a Honda Civic SI. If its still a flaw, I don't have more solutions anymore.

- Sorry, that is not my experience. As I said in my original post, I did exactly that in two different stock sub 200 hp cars, and no deal. (Also, the car does not have to be stock - you can put as many of the handling adjustments, and nitro in that you want, as these do not alter the hp of the car.) There is some undocumented tertiary condition that is not being made visible to the player.
I ran another session later and after failing to escape a 5 heat, 25 minute pursuit, I at least got the call from the Outlaws indicating I had hit their threshold before trying to escape. I have a couple of videos that I will upload later and link here showing those two attempts I described above.
I did eventually get through this event by pure accident. Was trying for another 5 heat run when around the 10 minute, 3 heat mark the cop lost me for good, and it registered as completed finally. As I said, there is some additional requirement that is not being shown to the player (or it is just inaccurate and the requirement is actually 7 minutes or something like that).
Why EA support tells you to post problems here, I will never know, as this is not something that can be solved by the player base.
