The only way to get rid of traffic, as far as I know... is in Multiplayer Speedlists... once you do a drift race, there will be no traffic in any race after that point.  Having said that, sometimes the game is buggy and traffic won't go away.  If you leave the lobby you're in and enter again, that should fix it.  But you will have to vote and hope for a drift race again, to rid of traffic.  Sometimes, you enter in an existing list where they have already done drift and there is no traffic.  You can tell as soon as you load into the speedlist and go out on any street.
