This sounds like a PSN profile issue. Can you also double-check that your purchase in the PSN store stated the game is in English? Maybe somehow you received the wrong version. If so, please contact Sony to try and get that reverted.

You can also try to set your settings back to default: Select [Initialization] > [Restore Default Settings], and then follow the screens.
