Pursuit tech levels are bound to the car. First available cars doesn't have anything higher than level one available. Performance upgrades can be done however at any point. To get higher level pursuit tech, buy a newer car. Not really sure if you can see what kind of maximum pursuit tech lvl that's available for each car unless you buy it.
