@erdemkip For your In-Game Cash issue, you'll have to constantly play the game to farm IGC. 

For your car blueprints issue, you'll have to constantly race bosses of each chapter to be lucky to win car blueprints. Sometimes you'll be lucky to win a car blueprint and sometimes you'll be unlucky to win a car blueprint. You just have to race the bosses a lot to farm car blueprints to win.
