i have NFS Carbon as physical copy. i installed it in Windows 98/ME mode on my Windows 8 Desktop and run it in Windows 98/ME mode. It works ok but i got a problem when trying to enter the 21st crew territory. in the bottom left corner of the map the game stops working. I had the same problem Years ago on Windows Vista. I searched in the internet for quite a while now and cant find any solutions.

I think the requirements were Windows 2000 and XP but it's working so ... anyways I'd still try XP SP3 compatibility mode.

Try setting the processor affinity to a single core through CltAltDel.

i use Windows 98/ME because else it would always crash on start up while the game tries to start the video.
so i have no big choice
it was already on single core. no changes.
Have you tried the 1.4 patch?
