Due to restrictions, im unable to download it from Google Play store. So need another way.

You will need to find a way around the restrictions you are encountering, whether that be a different device or connection.

From play store it says "This item isn't available in your country".
So is there another way to get the Official App.

No, for certain games and/or regions, geographical restrictions apply and cannot/should not be circumvented.

Sorry, the game is not available to you while in your current location.
