If you use overclocking, please try disabling it, in case this is interfering. It may also help to try running the game with a Clean Boot.

Linking a YouTube video is not something that reflects the actual gameplay for oneself since YT frameblends which makes 30fps looks way smoother on YT than it did when you where actually playing the game.
Yes, it's hardcoded to 30fps. You can bypass it by using command lines, but I wouldn't recommend it since it will drop on some places horribly affecting your gameplay quite much. Wait for a patch to adress this issue and make the game better optimized. Also, overclocks will only help on older graphics cards. If you have any newer card it will most likely only run at 2d clocks since the game is so poorly optimized as of yet.
Community AdminAye, I don't recommend changing the hardcoded FPS either.
The op described their performance as "like slow motion", which doesn't sound much like the game as it plays, even at 30 FPS. I linked the video to give a rough idea of the speed gameplay should be, disregarding frame rates.

Could be the bay area where the FPS plunges down to 35-ish if you're running on 60fps. Might be a slower system that has similar behavior perhaps?
