I thought so. But now I see lots of changes in the game. I have reached level 16 now but the razor special event is not available now.in fact there are no special events now. And most underground races now require 3 fuels for a single race!

I started playing No Limits on September 30, 2015. That's when No Limits was released worldwide, so I don't even know any new changes that happened to No Limits from the previous version.
The "Return of Razor" special event is still available for play. We have until 8 pm EST today to complete all five chapters of "Return of Razor" special event to get the BMW M4 F82 (Razor).
Actually the beginning of Underground, the races uses up 1 Fuel. Then as you're progressing in Underground, the races consumes 2 Fuels. Lastly, if you're almost near the end of Underground, the races consumes 3 Fuel.
