To rank up you have to complete speedlists. 1 completed speedlist = 1 level

There are 60 speedlists on both sides (racer and cops). You start at level 1 and the highest level is 61 (level 1 + 60 speedlists = level 61)

Just play the speedlists you haven't done yet. You are level 21, which means that you should have access to all the speedlists you didn't choose during your first story playthrough.

Hi galford24,
I wanted to let you know that it worked for me. But Now I've got another issue.
How do I rewind back to another chapter. As racer I completed Chapter 8 all 3 speedlists, but I want to rewind back to chapter 7. Is that possible?

You can access speedlists/capters and rewatch cutscenes via "career overview"
